Thanks for reaching out. Did you ever find an answer for this issue? What version of Sage X3 are you running?

As per this article, the runtime doesn't allow 2 bit caracters in the file name. This article states that the issue was fixed in V11. As a workaround, you can rename the files with English characters and upload them.
