I am having the same issue. I just installed Eclipse on a new laptop, and I am not able to install the plugin at all for X3. It appears as though the site is down.
At least, there's the possibility to turn it off temporarely:
Does someone know if the plugin can be downloaded from another source so that Denise could at least install it initially?

I apologize for the misunderstanding, the entire server is offline, I too am unable to get to the downloads. the links were posted for future references if you wanted to just download them direct normally. until the repository is restored, no one has access to the files.
on a side note, I have inquired about a copy from another department to where I can at least upload to a file share in the meantime. (no luck yet)
