After upgrading to sage 2016, we are losing the Users and have to enter them manually. Once they are entered the permissions reappear. Is it normal and is there a way to make sure the users upgrade as well?

We're using Sage 300 2016 and it is a Workstation Setup and we are unable to uninstall the program.
We turned down UAC and disabled any anti virus.
same issue occurred.
