i Would like to find out if there is a way to Bank hours on Premier that will show on the employees pay slips, as the factory is closing for 7 Week in July and the employees are banking hours now so that they will get money when the factory is closed.

I would suggest you create a new Calculation line to store the hours the employee needs to bank.
Type XS in the routing block on the employees screen to load the hours.
You can setup the new payslip setup to display the Calc field on the payslip
