What is the folder version? 
Is Syracuse 12.3.0 compatible with your folder version? (you can check in the patch documentation - syracuse component).

I found a ticket under analysis that was raised to DEVS with the same message but for version 11.

Hey man, I ended up working with support and found that a reinstall of the patch, specifically from the INDPATCH folder fixed it.  If you went into About on the folder, the version would show up as 0.0.0.0 and that was the root of the issue.
