It can be defined at user level.

What about the parameter am I looking to change? I compared this screenshot with another folder that allow me to set a global memo, and nothing is different except for the MAXUPDTRS parameter.

The parameters in your screenshot are at Folder level.

Check again in your user's parameters : Param > Users > Users

You can try this formula with the calculator that returns 1 if you can't create global selections and 2 if you can :

func AFNC.PARAMUTIL('AUZMEMO', GUSER, '')
