when is 2023 payroll update available for sage 50

I am having trouble writing payroll checks for January. Every time I open Sage 50, it asks if I want to download the new program. I have already done this several times. I also keep getting a message that the TAXTABLE.DAT is missing or corrupt.

When trying to install Sage50 2021 Update (clean install on WinSrv 2012R2) I get the following message.

I was in the same situation last year when I had a payroll update to install but could not install it without doing the new Sage 50 2018 upgrade. When that happened, it was towards the end of the year so I ended up installing both the Sage 50 Upgrade…

Can someone tell me how to fix this. The problem may be I am still working on Windows 7. And advice would be very much appreciated. Thank you.
