It is simply to provide compatibility with applications such as Microsoft Office that may not match the architecture of Accounts. For example if you have installed the 64 bit version of Accounts but have the 32 bit version of Office then a 32 bit ODBC driver is needed when you use Excel Integrated Reporting.

Correct. If you have no 32-bit applications that require or rely on an ODBC connection to Accounts data then you do not need to install the 32-bit driver. There is no great harm if it has been installed though as it is quite small at less than 3MB, and it does not change the security footprint.
