Invoice Layout not updating

I want to change my customer invoice from "Default (Modern)" to "Simple Layout". But no matter what I do, when the invoice prints, it is still printing the same as before (i.e. it is showing VAT etc when I don't want these fields). I have changed it both in the Company Settings and updated it on the Customer List, but to no avail. 

The reason I want to do this is that I am using multi currency and billing in dollars for this particular set of books, and I do not want RSA VAT on these dollar based invoices. Maybe I need to change the company's country to USA, but how do I do that?
