How do i setup temp server to access data?

So our legacy sage (16.1) server got infected somehow, and we need to setup a different laptop (or workstation) to be able to just access the data folder (we had a backup off the Data folder, and the 9.5 folder).  I follow the instructions in the article of how to migrate to a new server when the old server is unavailable.  But when i get to the point of using the sage.sto.servermigrator.exe i run into a problem--that file does not exist in my folders anywhere, and i cannot find it on the client we still had as well.  So now when i try and open anything i get a couple errors:  Pervasive status code 3012, and the second errod says "you cannot open this applicaton because the security files have not been upgraded" --i then run the sage.application.configurationhub.exe on the server, and that gives me an error about the master.qxm file.  

Also, i did setup a new "server" and named it the same, and put the 9.5 folders and data folders is the correct spots.  

basically how can i just setup one computer so i can access our data?  Why cant i just open desktop (or any module) and point it to the data in a folder on the same computer?  I feel like this shouldnt be this hard to just open my data directly from a client by putting the data on the client.
