not sure i am getting this suddenly to pop up. please assist.

This message appears because the settings were changed to allow you to change the "reconciled" status (when you reconcile your bank accounts).

CM - CM Settings: On the general tab, uncheck the box that says Allow Reconciliation Status Change in Register. This would be the best and safest solution.
