Controls on Purchase Orders

Is there a way to set controls where a user is only allowed to create a PO and not have the capability of editing or deleting a PO?

In Library Master Module, Security Menu, Role Maintenance, you can give users the Purchase order Entry Task, and you can limit them to Create, Modify, Remove or View (or any combination).

We have Sage 100 Contractor. I do not see a library master module.
