Report Designer Add In only populates if Sage run as admin


I have an usual situation where I'm trying to setup Sage Intelligence on a new workstation and I have all the proper permissions set on the BI folders, the program data folder and the registry for the excel add in. There's multiple reports that use the report designer add in. All of them work just fine except one. The one says report designer add in is not installed but it is installed and I see it in excel add in's and it comes up when the other reports are run. The odd thing is if I right click and run Sage 100 as admin this one report runs fine with no message. Company does not want to allow user to run as admin so I have to find another way around this.
