Did you try logging in as Windows Admin to do the import?

Have you tried uninstalling workstation setup, removing sage intelligence folders and reinstalling workstation setup? This should install the all of the default templates. See KB25989. While it is old, it has some useful information.
I would make sure that you have exported all of the templates that were created before you try this. You may also want to contact Tech Support - GL queue; they have some very knowledgeable techs for Sage Intelligence.
I actually placed a support issue with Sage yesterday and am waiting on them to contact me. I have not tried the uninstall and reinstall, but I will try that tonight once the client is off the system.
So when I try to import one of these consolidated reports back in, I get this

I gave up and recreated them. Spent far too long on all of the other routes - I had the XLTX available so I could copy sheets in to new reports AFTER finally getting the Consolidated back in good shape itself.
