My initial thought is that the employees need to be instructed better that they are doing something wrong. You can programmatically disallow things from being entered, but ultimately this sounds like a training issue.  Ask WHY they are using the * part number to enter things.

Tried the training issue, the general response is "This is how we did it in our old system".   Management does not have control over the staff, so I'm working against that as well.

You're going to have to invest in special programming (e.g. spend money) if employees don't want to do what they are told. The "cheap" option is for employees to just do the correct thing.
