As you suggest, I suspect this will be a data issue, I'd suggest running the Check Data routine for any companies that have this problem.

We run a data check on a daily basis and all is fine. 

Thanks for coming back Robert, does the same issue occur if you log in as a different user? Do you see the issue when logged in as manager? Is your system running over a network or is it installed on a stand alone computer?

The issue happen with all users including manager, the system is running over a network with a total of five users

This sounds like corruption specifically within the VAT module. Presuming you're using the latest version (v28.1) I would recomment the following. 

First take a quick backup of your data as a starting point, and ensure everyone is logged out of Sage 50 Accounts.

Then open File > Maintenance and click Reindex.

Scroll down and select Reindex VAT Records, then cliick OK and Yes.

When prompted, click Compress Now > Deselect Compress All data files > select VAT Ledger and click Compress.

Click OK to the prompt.

Now check your data again to make sure no errors have appeared and finally try accessing the VAT Returns again.
