Manual Allocation Error

When I tried to manual allocation this error is displayed. This product has a Unit of measure conversion 1PKT=15TBL

1. On the product record, Units of measure tab, "Packing unit" block, "Issuing PAC" column think on what you want the value selected here should be depending on your business requirements 
 
 2. Please check in the product category, Issue flow tab, Allocation rules block. Drill down on the "Order" allocation rule and check if you do not have "PAC Complete" ticked.
