South African V12 tax changes effective 01 March 2019

Dear EMHR User

The new South Africa pay plan patches and ETI patches are available for V12.

These changes are required for the 2019 compliance changes. Please ensure the pay plan patches are integrated,

Please see the links to the Patches below

TaxChangesV12   and ETIChangesV12 (apply to Reference and child folder through Development > Utilities > Patches > Patch integration)

After integrating these patches you will have the following:

The South African tax changes effective 01 March 2019 have been promulgated and includes changes to:

  • Tax rebates and age thresholds
  • Bargaining council employer contributions
  • Low/interest free loan to acquire immovable property
  • Travel allowance / use of company care fringe benefit
  • Increase in OID earnings threshold

 ETI changes:

The Minister of Finance has proposed an increase to the employment tax incentive remuneration bands in the 2019 budget speech which were also published in the Rates and Monetary Amounts and Amendment of Revenue Laws Bill, 2019.

Even though this amendment has not been enacted yet, the Payroll Authors Group of South Africa (PAGSA) confirmed with National Treasury that the effective date for this change is 1 March 2019.

We have created a separate patch for the ETI changes should you choose not to implement the change. We recommend implementing the new ETI table (brackets) as per the information received from the PAGSA.

  • Good day

While loading the patch to ZAR test endpoint we see there are some totals not defined or documented in the patch notes.

    BCEA_VARIA does not exist

    BCEA_AVE does not exist

Please advise on totals to be created which are not covered by the patch or the notes and which headings need to be linked to same. Also advise any headings which need to be removed from existing totals if needed.
