The inclusion/exclusion of employees could be based on the filters applied on the report. I am not sure if this is a customised report, or created for you by a consultant.

We would recommend to access the query of the report and check the Criteria Fields on the filters - it is possible the report is has a filter on the New/Changed/Terminated/New & Terminated field, for example.

I wrote the report myself.

I have also checked the filters and this report does not have any filters on. I'm not sure why it will exclude the new staff. However, i'm going to try and write the same report and see if it does the same.
