Pastel ESS Custom Claim Form

I have custom overtime claim in ESS linked to Pastel Payroll. For some reason any new employees does not have access to this specific custom claim form on ESS although the standard leave and and mileage claim form is visible. Am I perhaps missing a setting somewhere?
