When one user is creating a new masterfile and another user goes to edit screen the user gets message that blank descriptions found and systems assumes the description is blank because it's in the middle of being created. 

The issue is known and has been logged as PPAS-389 for investigation. 

Workaround

Let the user who is creating masterfile finish creating the record before other users can access the edit screens.

Additional info

Noticed if you click reject on the machine where you are creating item after getting blank desc message and click OK then on that machine with blank description you get this error.
