Kindly note that Sage Business Cloud does not process standard council transactions.  Please ensure that the outsource company does use Sage Business Cloud Payroll and not something like Sage Pastel Payroll or Sage VIP

You will need to contact the administrator that does the payroll for you and find out how they have setup the provident fund in the payroll. Please select the link http://help.accounting.sageone.co.za/en_za/payroll/za-pay-setup-benefit-funds.html explaining how to setup a benefit fund in Sage Business Cloud Payroll and then you can confirm with the payroll administrator if this was setup correctly.
