Creating a Custom Bank Feed

What is the process to create a custom bank feed? I am a developer working with an FI who would like to set up a bank feed for their customers to use in Sage Accounting to pull transaction data from the bank.

I have seen a reference on one of the help pages how a current customer can make a request for their bank to be considered as a partner to implement a bank feed, but what is involved in setting that up, and is this accessible to the average bank as long as they have an API to access the required data points needed to populate the feed?
