Locale question in an International company context

Hi,

Would like some experienced opinions on using Sage X3 on international scale.

Assume I have a theoretical international company here which have branches in:

Nation - User example

UK (HQ) - Jack

USA - Bob

Singapore - Stuart

Japan - Taku 

China - Lee

Assume the current Sage X3 license has standard locale, language, and legislation of the languages above licensed except Singapore and Japan (no Sage X3 official language license).

Currently, I am stuck in a situation on:

[1] How to forcefully set and use the locale for each users. Like, where in syracuse should I set it?

[2] How to handle for locale's description difference? How to handle locale's date order difference (MM/DD/YYYY vs DD/MM/YYYY)?  Or do I enforce use of a single locale for brevity sake?

[3] What do I do for Singapore and Japan users in terms of locale setup? Do I force them to use en-us (ENG)?

For detailed explanation on [2], for sake of easy explanation (since this issue affects a lot of descriptions), suppose Bob (USA) created a user called Desmond:

I know that a company user could just click on the triple dots to get the translation but it would be tedious to manually add them in based on current language locale.

Is there a way to fill in the description by default if this locale's translation was empty?
