You can set the related product-site record with QC management = 'Non-changeable'

But this mean all stock receipt (misc. entry, WO receipt, Supplier receipt, customer return, ...) will be in Q as well.

If you only want to have a single product on a single transaction (such as WO receipt), then you have no choice but to create a dedicated product category...
