Cause

In certain circumstances upgrading to Windows 10 Anniversary uninstalls or removes the Windows components for .Net framework 3.5. 

Resolution

Reinstall the .Net framework 3.5. from Programs and Features.

1. Click Start, Type 'Control' and select Control Panel.
2. From the Control Panel, Click Programs and Features.
3. Click Turn Windows Features on or off.
4. From the list of feature's Check Microsoft .Net Framework 3.5.
5. Verify that the application can launch. 

If the above steps do no work you may need to.

•  Uninstall and reinstall the latest v6 Client.
