Yes It is possible.One way is the feature called client.project. Depending on what you want to accomplish, whether it is really one client or two, the other option is consolidated billing. You can look at the help for Timeslips as it is a bit complex to go over here. Or you reach out to a certified consultant like me or Nancy Duhon.

Just to add to what Caren suggested. There is a whole feature called Split Billing that can allow you to key the slips to one client entity and then split the bill with another, or even several other clients.
Not sure about how Caren prices her services, but most consultants I know work on an hourly rate. I have no minimum. Others might.
