On general this is safe. It is giving you an opportunity to access the old file.  Did you just upgrade? You should try to clear the capture before upgrading but this should not cause problems

When I upgraded (paying what, $600 - $800 and this problem arose, TimeSlips CS said "Tough beans, you didn't pay for support."

What crappy business - they sell me a defective product and won't support it.

Did you say yes and let it upgrade? Once upgraded you can handle it easily. 

I have said yes probably 100 times - without exaggeration - so I don't agree that it can be handled easily.  In fact in another thread raised over a year ago, you said something but nothing resolves the issue.

And don't think that I am not HUGELY appreciative of your trying, but I am annoyed with the program - especially when I have been a loyal customer for 20 years or so...

Can probably just delete the file it is trying to upgrade if you do t need the information. . I would have to look to determine it’s exact location   

Tried that too - even renamed the directory.  Can't seem to find out which is the actual file.

And when I try to access TimeCapture on the main menu, it does nothing.

When you start time capture it usually shows up in the bottom right in the system tray. Did you look there after you started it? Does it show it running in task manager? Would be happy to speak with you.
