Timeslips has a whole feature for this called Split Billing.  You can read up about it in the Help File. If you have any further questions after that, you can post them here. The more detail you give us about what you are trying to do the better we are able to answer your questions.

I've looked at the billing arrangements and I don't see one that would truly fit.  All timekeepers will enter their time into one client.  Then I need to split the bill 50/50 to send to two different insurance companies reflecting their share.  Since there will be two recipients, where does the second address get entered?

You won't see it in Billing Arrangements.  Please see the help file as suggested.
