Is there a way in HRMS to distinguish hours worked in two different states for an employee?
You can set up an earning code for each state. For example REGC would be regular pay California and REGO could be regular pay Oregon. The state tax code CA would have REGC selected for it's earnings and OR would have REGO as it's selected wage base.
