Workflow email address not pulling from default address

We have a workflow set up to send Invoices.  The Recipient is set as [G:BPA]WEB(0).  We have found that if a customer has a Ship-to addresses set up, the workflow is picking up the email from the ship-to and not the default address - the "Bill-to" address. In may cases, there isn't an email address stored with the ship-to, and therefore the email does not work/send, because the workflow does not find an email address to use. 

How can I make the workflow always grab the default address email address?  I've tried add a Condition of [F:BPA]BPAADD = 'B01" which is the default billing address for each customer, but it didn't work.
