Respawn Limit Exceeded. Application cannot be started.

SOLVED

 My customer's production server is encountering the below issue, after a windows update and restart of windows server.  

"Respawn Limit Exceeded. Application cannot be started" 

The server went through a minor patching from V9 to V9.3 last month. The new version was running fine after the upgrade. 

Though the recommended Syracuse for V9.3 is Syracuse 9.3, Syracuse 9.10 is installed. Will this the cause of the problem?

Secondly during troubleshooting, we found that SQL service was unable to start because "the SQL server evaluation period has expired". The technical consultant missed out entering proper SQL license key during SQL installation. After entering the correct license, the SQL service was started successfully. 

However, this error still exist while trying to access Sage X3. 

I have read the other log in the forum. It mentioned it has something to do with the license of different version. How can we try to upload the license again to the administrator license upload, because we cannot even access to the login page of Sage X3.
