I haven't tested this in a while, but your task may be looking at the "Job" (Internal name SJOB) field on the JC Commitment record. When a commitment has only one job in the Commitment Item records, that field is populated. When the Commitment Item records contain multiple jobs, that field is blanked. Do a simple inquiry on Commitments and add the job field as a column to see if it's blank.

Change the condition on the task to

JCM_MASTER__COMMITMENT.Closed = 0 AND JCM_MASTER__COMMITMENT.Signed_Contract_Received = 0 AND JCM_MASTER__COMMITMENT.Commitment_Type = 'Subcontract'

That will remove the requirement that there be an open job on the commit header.
