Withholding by in error

I am an Ohio contractor with many city income taxes.

We started a job which we thought was in a city. After one month, and 2 payrolls with that city's withholding, we verified that the job site is in a township. No city income tax.

What process should I follow to give the withholding back to the employee?

If the amount is immaterial, we have found it easier to refund the withheld amount to the employee as a "reimbursement" and then adjust the W-2 withholding amount for that locality/job to zero.

I'm not certain you can edit the W-2 because Aatrix pulls from the transaction files, from what I understand. The difference between the two net pays could then be refunded with a non-payroll check.
