This report runs off the PR Master file. The Payroll master file only stores MTD, QTD, YTD and Prior Month, Prior Quarter and Prior Year totals.  You would need to use some other report that runs from the checks where you can enter a check date range for the 1st quarter.  The PR Subject to Date Range report would provide you with Taxable/Subject to and tax amounts by Tax ID and Employee for the date range. What information do you need for the 1st Qtr 2021?

PR - Reports - Reconciliation - Fringes by Credit Account.  To print last year, you probably need to base it on History transactions.  You can add a condition that the Fringe ID = XXXX = your union welfare fringe ID.
