Payroll Tax Update

We recently received a Payroll Tax Update notification, however when we try to login in we are getting the following error: 

 We're sorry for the inconvenience. Please sign in to view this document. If you are already signed in, it seems your service plan does not grant access to view this document.

I know I am the administrator, and I paid for Gold Service - so I am not sure what the problem is. 

Has anyone else experienced this error?
