No not normal.  Is this at the server or on a workstaiton? If its at a workstation, check if other users are having issues.  It is not clear based on your post if you are trying to launch an application after installing the 20.5 upgrade or if it is taking a long time to launch the install

My upgrade got stuck on Assigning Permissions.  The problem was that icacls.exe process was running.  I had to use the task manager to end the task (several times) and that allowed the installation to complete.
