Job Cost change orders hangs up with certain users

I'm having a problem with individual users on Sage 300 version 18.x running Win10 fully updated.  Users have been able to use JC Change orders for some time.  Now for certain users when they select Tasks, Change Orders the JC Change order indicates it is starting, but it hangs and the entry screen will not appear.  If that user logs off and another user logs onto the same machine the feature will work.  It seems to be an issue related to individual logons.  I've had this problem with 1 user and now the issue has surface for a second user on a different machine.  Users have admin privileges.  I've tried renaming the Timberline key in the registry editor and renaming the user profile in windows, neither has fixed the problem.  These users are able to enter changes without issue on our terminal server.  Has anyone else experienced this issue and found a fix?  There's nothing specific in the knowledgebase.
