Ts.ctl file in use during backup vs 17.1.8

Here's a new problem after installing 17.1.8 update (not a problem with 17.1.7):  Common Tasks - Tools - File Tools - Backup

The "ts.ctl" file is in use when we try to use file tools to backup our data.  The knowledgebase leads you to various methods to close open files depending upon your operating system and whether or not you use replicator (we do not use replicator).  These methods failed to unlock the file and the solution we discovered was to close all the web pages' tabs on the Sage Desktop.  Even though we don't have any Crystal Reports staged on any tab, we didn't have anything but the canned web pages staged, all applications were closed, and only the backup operator was trying to use the backup file tool, we found that closing the web pages worked.  I'm hoping Sage will read this and continue fixing the desktop problems we have been dealing with, test their software before they release it, and not ignore the basic users when developing "improvements".  We also had problems with backing up the POIV Data folder because half a dozen .ddf files were in use.  We restarted the server after the recommended methods failed so we could backup.  Perhaps closing the tabs would have worked for the POIV Data folder backup, too.
