We have been having the same runaround issue for 4 years

There's a committed cost report you can run however doesn't really elect all the forecasting possibilities

Have you looked at the Cost to Complete menus?  6-8-1, 2 or 3?  It is a tool to manipulate the % complete based on what you know to be true when your costs are lagging behind.  You do have to use the Options Update feature whenever you open the window to get the data to refresh, otherwise the budget, costs to date will be whatever you saw the last time you opened that job record.
