Have you tried 6-1-4-71? It gives a summary, but you can drill down in individual line items.

Have you looked at report 6-1-1-31? It doesn't list expenses individually but does summarize them by type and shows invoicing. We had to have a custom report made for our use. We use a summary report though, not a detail. Hope this helps.

That report is modifiable so you should be able to add the billed to date on the same line as group 1 (Job).  Then in the totals row add a calculated field for billed to date less total costs (but not by type).  I'm sure Jim Schuett can do it for you pretty easily
