There's not a way to directly edit the 1099 amounts but here's something you can do.

Enter a dummy check to that vendor and change the bank account to match the expense account. Make the check negative so it will reduce the 1099 total. Since this transaction debits and credits the same account it won't change your GL account balances. But the 1099s only look at the account from the detail lines, not the bank account, so it will affect the 1099.
