BUG IN PROCESSING 941 RETURN

I am processing the 941 return 2^nd quarter 2020. 

Given that the amount of Line 12 for 2^nd  quarter is $2795.00 and the amount of Line 12 for the 1^st quarter is $1966.00,  I should be allowed to check the first box Line 16.

Line 12 on this form is less than $2,500or line 12 on the return for the prior quarter is less than $2,500, ........

 The software will not allow me to check that box but only presents the second two boxes as options.

What do I need to do so that I am able to check that first box?
