SAGE 50 Accounting does not allow printing on the W-3 form nor will it print the Copy A form for filing via regular mail. when printing, it has a small message that says:

Form cannot be printed in certified format. You may eFile or transfer information to official form.

Is this some kind of scam to get me to purchase the eFile update?

The W2 process does allow for printing the W2 & W3 Federal forms, they are approved by the Social Security Administration for printing on plain paper, no official forms are required.

To add to what Jessica says, you won't need to print onto the red form because Sage's plain paper print version can be read by the SSA's scanners. You must be older like me. It's hard to get away from the old red form requirement.
