Ship-to address not "sticking" on sales order form

A \ client has been reporting for some time that, when they print a sales order with a different ship-to address than the default for the customer. the ship-to on the order changes back to the default, and then inserts that default ship-to address in the purchase order that is automatically created from the sales order. You can imagine the difficulty this causes when they have to sort through dozens of purchase orders and manually change the ship-to's, one by one. They have seen this problem in every edition since 2020; they are currently running 2023.

This feels to me like some kind of software issue, and not anything in the data itself. Below is the description of the problem as reported to me by the client:

Our problem is in the order confirmation form creation itself that the ship-to changes.  When you create an order confirmation for a customer and select their ship to address for that order (obviously it does not happen if it’s a customer that always ships to the same address and has a default address checked off).  Then you  print the confirmation and that’s when it changes.  It only changes once.  If I see it happen and change it back to the ship to (and also the payment method changes at this time from the credit card that is typed in to C.O.D.) then go to print it again it does not change again.  Only the first time.  Then it also creates purchase orders shipping to the wrong address (which can be a lot of purchase orders).  Even if I catch it after it prints, it has already created all the purchase orders for the wrong shipping address, which needs to then be changed manually.
