I don't think there is an easy way to do this in the initial load. The settings are scrolled by the UI code and loaded with the default first and then in the order they were saved (their key value). If you have the Show All Settings option selected though, you can make a stored procedure change to the database that will sort the settings.The stored procedure that returns this data is spDVGetSettings.
