I was able to do this with no problem - I changed the group rights to "no" - got the dialog, changed back to 'Yes" and no longer got the dialog.   Is it possible the user isn't a member of the security group you modified?

Thanks for your help! I did what you had suggested but I think there was background process that didn't allow permissions to update. We rebooted that everything is working fine.
