I now use IE v11

It has to do something with the stylesheets.  When I remove the reference to them then I can get the XML file to load in a browser but it has no links and is unformatted.

Fixed it.

In pageTemplate.xsl, toward the bottom, is a section that (ominously) references webtrack.bestsoftware.com.  I removed all of the rows that related to that script and now I'm able to use the documentation again.

Okay - not quite.  I ended up downloading nginx and threw my object model files where it could see them and _that_ fixed it.

To be fair, I have never understood why they aren't just hosted on Sage's website somewhere so that they're accessible to partners.
