Couldn't edit existing user

I just upgraded from Sage 5.5 to Sage 300 2018.

I couldn't see all the users from the user list even I copied the USER folder.

When I tried to add current user, I got the error message: "Record has been modified by another program"

Does anybody know anything about this?

It sounds like you moved servers, too. Did you copy the Site folder or did you re-create the database setup entries?

Yes. We upgraded from pervasive to SQL also. We re-created the database setup entries.
