Your consultant is correct, cost centers need GL segments.

You can use optional fields to segregate different posting amounts if you want 

you can get them to originate from sub-ledgers BUT NOT from bank services

You will have to create your own reporting and would need to setup views to get the best performance

We have a client that did not want GL segments so set their system up using optional fields - (can be done but would not recommend it)
